You’re in Amsterdam, it’s very tolerated and very accepted. So yes it’s against the rules there but yes they’ll tolerate it as long as you’re not a bother to other guests. I’ve never had any issues with hotels in Amsterdam in general with this issue. Believe me, you won’t be the first guest to perform morally ambiguous acts in one of their rooms . it is Amsterdam after all.
Although the hotel has a “smoking permitted” in certain rooms, I’m not sure what the penalty would be for a foreigner purchasing cannabis from a local coffee house and bringing it back to your room to fill the room with marijuana. If you truly had a desire to smoke weed, I’m sure that you could step 10 feet from the front door and light up.
